Youth package where does the buck stop

An important difference between the Labour and National youth packages is that under Labour someone, ie the school, was responsible for making sure the young person was getting training (not that the training had to be at a school) – under Key’s proposal no one is and the most vulnerable kids will continue to drift.

Where does the buck stop? As far as National Inc is concerned, the buck stops at McDonalds.
Thats called personal responsibility Trevor. I understand the “youth” won’t get the cash unless they are in a program so will be motivated to sign up. No problemo.
Rubbish – most kids don’t get the cash now and it is easier for the system that way – this won’t change it. Unfortunately too many kids that age don’t have the skills to make +ve choices and a free market approach doesn’t work for them.

Do you REALLY think Schools Plus would have worked? I really have my doubts. With what additional resource?
I am told that the work experience programmes they have now work only for the reliable student that can self-manage – exactly the kind of student likely to be employed in any case.
The National Govt will find out the hard way that make-work and make-education schemes have a life before all the abuses and ducking and diving become obvious.
STEPS anyone?
The schools really have enough to cope with.
